I have Time Warner Digital Phone and several friends, also TWC Digital Phone subscribers, had a problem calling me. They said my phone would ring once or twice and then hangup. Not only does the service work nearly flawlessly - no false positives I've been told about - but also it's simple to work with their helpful people to research and add new numbers that should be blocked.
